About us

Founded in 1993, Albion is a financial advisory firm specializing in Public-Private Partnerships (PPP), Project Financing (PF), and loan agency services.

The name Albion is inspired by a 14th-century astronomical instrument created by English abbot and scholar Richard of Wallingford and derives from the contraction of the terms ALL BY ONE, as the instrument was designed to perform multiple calculations.

The multifunctional use of this medieval calculator perfectly reflects Albion’s philosophy since its founding: to establish a professional partnership where every issue is analyzed from multiple perspectives, with a multidisciplinary and “all by one” approach, in order toguarantee a comprehensive support to clients.

Americo Romano

Americo, founding partner of Albion, supervises project feasibility and bankability assessments, as well as the organizational and strategic setup of PPP operations.

He began his professional career in 1981 in London at Banca Commerciale Italiana in the credit department. Returning to Italy in 1986 as CFO of  Acqua Group (later merged into Veolia), he gained initial experience in infrastructure finance, particularly in water and environmental protection sectors. Over 40 years in the infrastructure sector, he has worked in virtually every area where PPP models and project finance techniques could be applied.

With both legal (law degree) and economic-financial training (postgraduate masters), Americo has held board positions in various companies. He currently sits on the boards of Albion and CartOrange, a leading Italian tourism operator, where he has been President since its founding in 1998.

Michele Monaci

Michele, Partner at Albion since 2008, leads the company’s economic and financial project analysis area, supporting clients in achieving their objectives. After graduating in Management Engineering from Politecnico di Milano in 2003, he joined Albion, gaining extensive references in numerous project financing deals.

Having specialized in financial analysis and in the development of financial models – many of which have been certified by banks and used as base case for project financing transactions successfully brought to financial close by Albion -, Michele has also gained significant experience in structuring PPP initiatives, assisting both corporate customers and public administrations in assessing feasibility and in rebalancing economic and financial equilibrium of conditions related to concession agreements. Years in a highly specialized and diverse team have also given him considerable experience coordinating agency activities related to financing agreements.

In addition, Michele has pursued selected real estate projects, expanding his professional profile with cross-cutting expertise in development and value enhancement of properties.

Odile graduated in Economics and Commerce from the ICN Business School in Nancy, France. Partner at Albion since 2010, she has contributed from the start to expanding the company’s relationships with the banking system, bringing extensive experience in structuring complex financings.

She has over twenty years of experience with leading international banks, mainly in structured finance, working on major projects in infrastructure and renewable energy brought to closing for several billion euros. Until 2009, Odile was Senior Director at Royal Bank of Scotland, Project & Export Finance, and subsequently, after leaving banking, served as Executive Advisor at EDF EN Italia S.p.A. She has also successfully managed business origination at RBS Milan and previously at Barclays Capital in Italy.

In recent years, Odile worked to position Albion also as a recognized agent in both project financing and debt restructuring deals.

Giuliana Pulga

Giuliana, Manager, has been with Albion since 2005, the year she graduated in Law from the Università Cattolica del Sacro Cuore in Milan.

Over the years, Giuliana has developed a high level of specialization in (i) procedures under the Italian Public Procurement Code for awarding PPP initiatives, (ii) assisting clients in drafting PPP contracts and preparing PPP proposals, (iii) reviewing project contracts, with particular attention to bankability issues and (iv) negotiating the terms of financing agreements related to the construction and operation phases of PPP projects.
She also has significant experience in economic and financial rebalancing procedures related to concession agreements.

Giuliana has long been involved, and continues to operate, in numerous agency assignments, both in project financing and debt restructuring contexts.

Giorgio Turetta

Giorgio, Senior Consultant, has been with Albion since 2019, the year he completed his Master’s in Corporate Governance at Università Cattolica del Sacro Cuore, following his Law degree.

Within Albion’s agency activities, Giorgio has progressively gained extensive cross-functional experience in managing project financing agreements – particularly in the renewable energy sector – working with significant autonomy while liaising with private operators, international banks, and their consultants on various matters across the financing lifecycle (e.g. managing / monitoring / verifying closing activities, drawdown requests, conditions precedent, contractual obligations, waiver / amendment requests, etc.).

Giorgio also collaborates with other Albion team members in negotiating and structuring PPP initiatives for both public and private clients.
